Organizations

In 2154 the United Federation of Planets and its ancillary organizations have yet to be formed. Instead a plethora of agencies and organizations fill its role in the United Earth government and the galaxy at large.

United Earth Government: This body represents the nations and super-states spread across the planet. The nation-states of Earth formed a "New United Nations" in the aftermath of the Third World War and the discovery of alien life. While some nation-states were reluctant to surrender their sovereignty, the scientific and material requirements for faster-than-light travel required the nations of Earth to work together.

United Earth Space Probe Agency: The civilian exploratory arm of United Earth, the UESPA existed simultaneously with the United Earth Starfleet. The UESPA served as the leading exploratory agency until the formation of the United Federation of Planets.

United Earth Starfleet: The 22nd Century incarnation of Starfleet served as the premier exploratory agency of the United Earth government. Starfleet operated as a strictly civilian agency with military activity subordinated to Military Assault Command Operations (MACO). United Earth Starfleet gained notoriety with the successful operation of the NX-Class cruisers in the mid-22nd Century.

Earth Cargo Service: The Earth Cargo Service (ECS) functioned as a merchant fleet for the United Earth government in the early days of space travel. For years the ECS maintained the only real presence of human flagged and operated vessels in the galaxy. As faster and more powerful warp engines were developed the independence of ECS vessels waned under the increasing authority of Starfleet.

Vulcan High Command: The de facto government of Vulcan during the 22nd Century served as the military and exploratory arm of the Vulcan Confederacy. After making first contact with humans in the 21st Century, Vulcan High Command adopted a custodial relationship and guided the United Earth governments scientific endeavors. Considered exceptionally paternalistic during this period, Vulcan High Command exercised a great deal of influence over the United Earth government. The increasingly belligerent nature of Vulcan High Command nearly plunged the quadrant into war with their long-time Andorian rivals. The intervention of Jonathan Archer prevented escalation to War and eventually saw the collapse of the High Command junta.

Andorian Empire: One of United Earth's quickest allies, the Andorian Empire was a nakedly militaristic and expansionist power that often butted heads with its Vulcan neighbors. Surprisingly the Andorians were quick to recognize and develop relations with the relatively weak and inexperienced United Earth. As a founding member of the coalition of planets, the Andorians developed deep cultural, scientific, and military ties with United Earth and Starfleet in less than a decade.

Andorian Imperial Guard: In the 22nd Century the Imperial Guard served as the military and exploration agency of the Empire. The Imperial Guard was known for its powerful vessels, intensive training, and shrewd battle tactics. Incidentally, Andorians did not appear to possess transporter technology. The Imperial Guard's initial contact with Starfleet nearly resulted in disaster during the P'Jem incident. Fortunately, Captain Archer and Commander Shran managed to establish cool relations and eventually grew to trust one another. Their relationship facilitated the development inseparable bonds between the Andorians and Humans within ten years of encountering one another.
